His Excellency President Bashar Hafez A-Assad issued a legislative decree here Wednesday ratifying the Syrian-Lebanese signed Agricultural Quarantine. The decree came in line with the standing brotherly relations of concomitance and oneness between both countries.

His Excellency President Bashar Assad issued decree N. 590, year 2000, stipulating the ratification of the signed Tourist Cooperation Agreement between Syria and Belarus.

His Excellency President Bashar Assad issued law 36, year 2000, stipulating the ratification of the signed double-taxation evasion agreement between Syria and the Democratic Republic of Korea.

The president issued also law 37 stipulating the ratification of a special Arab Agreement on cultural production flow among Arab countries.

Syria's Peoples Assembly, the Parliament, earlier approved the said agreements.

 

President Assad Issued Two Decrees

His Excellency President Bashar Hafez Assad issued two presidential decrees in line with his policy to continue the modernization process of the country.

The President issued decree 61 stipulating the ratification of Tourism Cooperation Agreement between Syria and Bulgaria.

His Excellency issued decree 62 stipulating the ratification of a customs agreement between Syria and Iran.

His Excellency President Bashar Hafez Al-Assad issued decree N. 98, 2001 stipulating the authorization for the Arab Union of Chemical and Petrochemicals to open an affiliated Branch in Syria.

His Excellency President Bashar Hafez Assad forwarded several draft laws to the Parliament for deliberations and issued a new decree on regulating real estate rental.

Among the forwarded decrees are the opening of private or joint banks, the subjugation of banks operating in Syria to secrecy policy, the authorization of an executive protocol as to establish a Free Trade Zone between Syria and Iraq, the addition of an article pertaining to Airflights security in the Air Transport agreement with Kuwait.

President Assad’s Thursday’s decrees and forwards add the many so far taken measures and resolutions as to modernize and develop the country.

His Excellency President Bashar Hafez Assad issued here Sunday new laws stipulating the boosting of Syrian economic, social and ownership fields.

President Assad issued new decrees regulating and facilitating vehicles ownership transference, amendment of the signed agreement for trade naval navigation between Syria and Lebanon, the ratification of the bylaws of the international center for genetics and biochemical technology.

Among the president’s most important issued decrees on Sunday are those pertaining to employees status upgrading the part-time ones into full-fledged employees; a move received joyfully and welcomed by thousands of Syria’s part-time employees.

His Excellency forwarded two days ago several draft laws to the Parliament for deliberations and issued a new decree on regulating real estate and house rental.

His Excellency President Hafez Assad issued a decree stipulating the amendment of Customs Tariffs to be in line with the international standard applied by most countries of the world and which was issued by the International Customs Organization.

The new tariffs considered the car-engine-capacity instead of their weight. Thus, 150 percent tariffs are to be paid as customs for cars which capacity never exceeds 1600 cubic centimeters, 200 percent on cars which capacity exceeds 1601 cubic centimeters. President Assad's decree came to crown tens of other enshrined laws and decrees as to continue the policy of reform and modernization initiated by Late President Hafez Assad on the way of modernism and construction masterminded and led by Syria's young reformist President

His Excellency President Bashar Assad issued decree 6 Saturday stipulating that Syria was a member of the Consultative group for International Agricultural Researches.

The group is affiliated with the International World Bank, FAO, and with UNDP, and UN Environment Program as to aid agriculture research in developing countries.

His Excellency President Bashar Assad issued legislative decree N.7 stipulating the ratification of Air Transport between Syria and Romania and beyond their territories.

His Excellency President Bashar Assad issued Law 28 Monday stipulating the permitting of creating private banks in which Syria's banking system, the Syrian Insurance Company and other saving institutions have a share of 25 percent of capital.

The law, earlier approved by the Syrian Parliament, stipulates that the would be created banks should operate under the supervision, and regulations of the Central Syrian Bank.

The law provided that all the banks shares have to be under circulation and owned by Syrian Citizens or Syrian institutions.

The Central Bank of Syria is to grant the necessary permissions for those interested in establishing the banks within a three month period after their application for this purpose; the authorization to create the banks is cancelled if they weren't to operate within a year.

The would be created private banks could open branches in other Syrian governorates provided the Central Bank of Syria would have agreed.

The banks capital should be no less than 1500 million Syrian Pounds, where the Syrians residing inside Syria would pay in Syrian Pounds while for those outside it would be in foreign currency.

His Excellency also issued Law 29 subjugating all Syrian Banks to secrecy opening banking accounts known only for their owners. President Assad's taken measures and issued decrees have so far motivated and boosted financial transactions, dealings not to mention their huge impact on the ongoing reform and modernization process.

His Excellency President Bashar Assad issued three decrees, a legislative decree N. 8 stipulating the exemption of the first thousand Syrian pounds of employees monthly salary from taxes.

in line with his policy of reform and modernization, the president issued Wednesday decrees numbers 265 and 266 stipulating a new coordinated tariff whereby the customs tariffs on some commodities would exceed no more than one percent.

President Bashar Assad issued Decree No.281 for the year 2001 regulating the category, number, and value of the stamps allocated For combating tuberculosis for current year.

His Excellency President Bashar Hafez Assad forwarded a draft law on the creation of a general scientific board for scientific agricultural researches.

Earlier, the President issued law N. 12 stipulating the protection of Authorship rights from all forms of plagiarism, distortion, or any breach. The Authorship rights pertain to all written materials, books, booklets, bulletins ,scripts, music related notes and compositions, cinematic, radio and TV works, photos, fine arts, photography related materials, architecture designs, geography and topography related works, computer software. 'The Author alone pertains the right to decide the publication ,its way of publication, or those whom he authorized in a written form to

market his publication,'' the law stipulated. "Brief quotes and analyses from the published work are never a breach of the writer authorship rights if they were to be used for a literary study, evaluation or education as long as they were attributed to their source writer,'' the law added.

The authorship rights are valid for 50 years after the demise of their authors including the video, radio and cinematic works, and ten years for photographs and fine arts publications
